Activities
- Technical and legal assistance for international agreements with EU, the achievement of acquis communautaire.
- Assistance for defining the legal “status” of TOB and support to the Montenegrin Ministry in “Development and drafting of the rules and procedures related to the forms and manners of communication between the DNA Committee and TOB in the fulfillment of their respective tasks and competences”
- Technical support to the University of Montenegro – Faculty of Mechanical Engineering, for realization of the “Transport and Climate Change” course, aimed at forming the experts in the sector.
- Evaluation of the potential for carbon credit management deriving from projects in the field of renewable energy, energy efficiency and reforestation in the framework of CDM of the Kyoto Protocol.
Following the Call for Expression of Interest and the agreements signed with the selected Italian companies/consortiums, for developing the PDDs for 9 identified CDM projects, the documentation was submitted for 7 projects – two local partners abandoned the cooperation in the meantime. At this moment, only 2 projects are in progress and seem to be acceptable (“Bundling of Pljevlja and Niksic landfills – gas recovery and flaring” and “AWMS methane recovery on the farm in Spuz”). The project in Spuz, on the request of the Montenegrin Ministry and after the acceptance of the project site owner, will be modified, including new production facilities built on the site, thus resulting in more CO2 emission reductions in comparison with the first version. Regarding the other project, the DNA positively evaluated the PDD and after other necessary consultation it should be sent for validation. Regarding the project “Energy efficiency in the Aluminium Plant” – after a suspension of the cooperation by the site owner due to significant problems in the factory, recently we have been contacted by the management, in order to try to continue our cooperation and to renew the CDM activities/process.
With regard to “Landfill gas to electrical energy” project in Podgorica: after the approval of the study by the Montenegrin authorities and the site owner, an Italian company was selected through a Call for Expression of Interest, with the aim to realize the project in partnership with the local owner. The representatives of the selected company have performed a site visit, necessary arrangements are in course and the work is to be continued.
With regard to “Biomass to electrical energy” project in Berane: after the approval of the study by the Montenegrin authorities, the local partner (municipality of Berane) approved the project activities only in September 2009. The project is supposed to be publicly presented. Afterwards and after signing an exclusivity agreement, the project could be included in the Call for Expression of Interest for CDM projects.
- Technical support for the preparation of the first National Communication in context of UNFCCC – collection and elaboration of information and data necessary for realization of the GHG emission inventory.
- Technical assistance for the implementation of Air Quality Management Plan aimed to provide the necessary instrument for air quality evaluation and management.
- Implementation of an energy resource database (solar, wind and biomass energy) officially presented on February 2007.
- Support for the implementation of a National Strategy on Montenegrin Sustainable Development (NSSD) and definition of a National Action Plan for its implementation.
- Preparation of an Eco-Master Plan for the sustainable tourism development of the municipality of Kolasin.
- Technical activities have been performed on site, a preliminary study was publicly presented in July and the activities should be terminated in November 2009.
- Planning of an eco-efficient building in Podgorica University Campus.
- At the beginning of October the project is to be presented to the Montenegrin authorities, comprising all agreed modifications. The final one will be presented during the Conference on Climate Change on October 16.
- ADRICOSM-STAR PROJECT, providing the development of a monitoring system in the Montenegrin coastal area and Bojana river basin to support sustainable development in the coast area.
- In February 2009 a workshop was organized, related to the second year of the project activities. The project proceeds with three-annual duration.
- Sustainable development of dairy industry - a pilot project for strengthening of the food industry in line with the priorities of national strategy for sustainable development.
- The best area for project development has been identified in the North East of Montenegro, in the region that includes the municipalities of Bijelo Polje, Rozaje, Berane, Plav and Andrijevica.
- ‘Water Utilities Reform Plan’ in the framework of water management encouraged by USAID, United States Agency for international development.
- ‘Solar Water Heating Programme’ in collaboration with UNEP aims to enlarge solar thermal system diffusion to be used in Montenegrin residential sector.
- The feasibility study should be finished by the end of October 2009.
- MEDPOL PROGRAMME includes the experience exchange, technical capacity creation, support for the furniture of a ship laboratory endowed of suitable instruments for sampling.
- Several monitoring campaigns have been performed on the sea. Training courses for the Montenegrin technical staff are to be organized, as agreed.
- The Marine Protected Area (MPA) pilot project – aimed at creating the management structure and the relative management plan for a site selected by the Montenegrin Ministry (area of Platamuni), respecting the principles of touristic valorization and environmental impact. The kick off meeting was held in September.
- Guidelines for the Sustainable Tourism Development.
- This project contributes to the ongoing process of privatization of tourist areas in Montenegro, in order to avoid an uncontrolled massive construction like what happened along the coast.
- Municipality of Zabljak is chosen as the pilot area – the project was presented to the municipality.
- Sustainable Mobility project in Perast - the main objective of the proposed project is to develop a system of sustainable mobility inside the village of Perast and connecting it with the main surrounding cities (Kotor and Herceg Novi) contributing to the improvement of tourist traffic and emissions reduction. First activities were performed in July.
- Support in organizing the Regional Conference on Climate Change and Sustainable Development, with participation of SEE and Mediterranean countries.
