print mail CDM PROJECT ACTIVITY FOR THE THREE SMALL HYDRO POWER PLANTS

The project activity comprises building of five SHPPs on the rivers: Kushnica, Ostrilka and Zaba. The main target of this CDM project activity is to produce renewable energy which will be delivered to the national grid, thus replace the same amount of electricity currently used in the national grid, mainly based on fossil fuel source. This replacement will lead to saving of CO2, and in the same time improve the energy supply in the region.

The Government of R Macedonia in year 2006 has defined the procedure for issuing the concessions for use of approximate 400 locations for the purpose of building SHPP. So far two tender procedures were closed where Kushnica, Ostrilka I Zaba were presented in the first tender procedure.
Kushnica, Ostrilka and Zaba rivers are located 50 km north from Bitola and belong to the river basin of Crna. On a Kushnica river, it is predicted diversion type SHPP, and on the other two locations run-of-river type SHPPs. It is necessary to build approximately 500m of road for all three sites. Regarding the connectivity to the power grid, near all three locations pass middle voltage 10(20) kV transmission line.

GHG offset

Estimation of the emission reductions is approximate 2.500 tCO2eq/year and for the first
Kyoto period 12.500 tCO2eq.

Sustainability

The following sustainable development criteria have been considered:
  • Economic: Generation of the clean electricity using hydroelectric resources will avoid emissions of CO2 that would result from fossil fuel-fired power generation. Another important function would be to improve the quality of power supply in the region, through improvement in voltage regulation, reduction in system losses and decrease in the interruption of power supply.
  • Environmental: Hydroelectricity is a clean form of power generation. Moreover, since all SHPPs are with no dam and flooding area, there is virtually no environmental impact caused by the project. In addition to CO2 emissions reductions, the project would also mitigate other pollutants, such as SO2, NOx and particulates associated with power generation from fossil fuels.
  • Social: In the construction zone, there are no urban areas or settlements, so that no resettlement will be required. At this point, no other water demand from the river is likely to be affected by the project. The project will have associated benefits such as job creation. The project has the capacity to distribute some of its electricity to the local inhabitants, improving their quality of life.

Applied methodology

Since the total installed capacity of all five SHPPs is less than 15MW, the simplified methodology for small-scale projects “Renewable electricity generation for a grid” I.D. could be applied.

CDM potential

The barriers issue should be checked, especially investment barrier which depends on the Government’s incentives on the price of electricity from the renewable energy source, e.g. hydro energy. Since the construction of SHPPs in R Macedonia is not a common practice yet, the project activity might be considered additional.

Current status

Winner of tender process: ENG TEAM
The draft PDD is submitted. There are ongoing activites for definition of steps for further development of the project. Italian partner has already introduced possible Italian investor. Macedonian partners are informed and they have expressed willingess to continue with CDM project.
