ENERGY EFFICIENCY IN STREET LIGHTING IN MACEDONIA

The objective of the project activity is related to the improvement of the existing street lighting system by introduction more efficient lighting technologies and therefore reducing energy consumption for street lighting in Macedonia’s municipalities.
The street lighting systems in Macedonia use mainly mercury vapour bulbs ranging in output from 100 to 400 Watts. The total installed capacity of the lighting systems for the below mentioned municipalities is 8.656 KW. A considerable potential exists for both demand and consumption reduction through the replacement with high efficiency sodium lamps, since their light output per unit of electricity (120 lm/W) is considerably higher than one of the bulbs made with mercury (50 lm/W). Also, the lifetime period of mercury bulbs is one year what is tree times less comparing to the lifetime of the sodium bulbs.
According to the preliminary calculations related to the replacement of the mercury bulbs by sodium ones would result in annual energy savings in the value of nearly 14.500 MWh.
Considering the energy savings just in one municipality the reduction of carbon emissions are not so significant. Therefore a number of municipalities have been bundled in one project, taking into account also the transaction costs, which are high and don’t depend on the project capacity. The scouting of the new possibilities is in progress. The following table presents the Macedonian municipalities considered up to date:

The amount of CERs can be increased by including lessening of loses from the grid due to
smaller electricity consumption and implementing better switching equipment i.e. time clocks and
automatic control systems.

Applied methodology
Since the estimated energy savings are under 15 GWhel, the simplified methodology for small scale projects “Demand–side energy efficiency programmes for specific technologies” (II.C) has been applied. By including the City of Skopje, the capital and the biggest city in Macedonia, in the project activity, the energy savings will be above the limited value of 15 GWhel, per year. In that case the project would be considered as the large scale. Therefore the new baseline methodology should be developed.
GHG offset
It is estimated that the project has a capacity to avoid emission of about 14.500 tCO2eq annually, and over 145.000 tCO2eq for the period 2008-2012.
Sustainability
Local authorities are generally responsible for installing, maintaining and operating street lighting system. This can involve significant expense, so it's important for them to support developments in street lighting technology and standards. The implementation of this project will help to ensure that local authority is providing better street lighting solution for their community, while minimizing associated costs and greenhouse emissions i.e. contributing to an economically and environmentally sustainable development of the municipalities.

Winner of tender process: ENG TEAM
The draft PDD for the project is prepared but not presented to the Macedonian partners. The economy crisis in the world has decreased the possibilities to find available funds to support the investment in this project.

Investments:
- for material: 5.543.845 €
- for replacement works: 963.392 €
SUM of investments: 6.507.237 €
Annual savings:
- savings due to the reduction of electricity consumption: 715.101 €/year
- savings due to longer lifetime period of bulbs (works and material): 443.320 €/year
SUM of annual savings: 1.158.422 €
Payback period is 5 to 6 years.
